STP Solar Energy Project - Água Casada - BM

Expansion of clean energy that supports São Tomé and Príncipe’s energy transition

The Access to Clean and Sustainable Energy Project (AELS) is one of the main initiatives of the Government of São Tomé and Príncipe to improve access to energy, diversify the energy matrix and reduce dependence on fossil fuels. The project comprises three structural components: (i) Água Casada Solar Park, with 10 MW of installed capacity on a site of approximately 22 ha; (ii) a 30 kV transmission line, approximately 1.1 km long, connecting the park to the Santo Amaro Substation; and (iii) improvement of the access road, 2.3 km long, to allow the safe movement of equipment, workers and vehicles from the community. This set of infrastructures will increase national renewable energy production, improve grid stability, reduce energy costs and generate environmental and public health benefits associated with the energy transition. The implementation of the project involves a wide range of institutional stakeholders, led by the Ministry of Infrastructure and Natural Resources (MIRN), the Water and Electricity Company (EMAE) and the Project Management Trust Agency (AFAP), which ensures fiduciary management. The execution is monitored by the Project Implementation Unit (PIU) and supervised by the Multisectoral Resettlement Commission (CMR), which includes government representatives, local authorities and the Água Casada Residents' Association. The project also receives funding and technical assistance from the World Bank Group, including the International Finance Corporation (IFC), which sets environmental and social standards applied to the process, including the Resettlement Plan to mitigate social impacts and ensure fair compensation for those affected. It is, therefore, a structural investment that combines energy modernisation, social governance and institutional strengthening, with an implementation partner already identified through Scatec, a Norwegian renewable energy company, which has signed an energy leasing contract with the national company EMAE for the construction of an 11 MW solar power plant.
