Transformation of Porto Alegre into a sustainable tourism, cultural and economic hub

The Porto Alegre Tourist and Community Village is an integrated territorial development project that aims to transform Porto Alegre into a sustainable tourist, cultural and economic hub for the entire district of Caué. The initiative combines decent housing, heritage rehabilitation, rural tourism, the blue economy and local production in an innovative model that reinforces social inclusion, generates employment and creates new opportunities for young people and women. With components that include eco-friendly accommodation, the redevelopment of the old colonial farm, the creation of the Porto Alegre Ecomuseum, agri-food and fishing production units, and essential services such as a hospital, schools and public spaces, the project creates a modern, resilient and environmentally sustainable village, supported by clean energy, sanitation, reforestation and water micro-infrastructure. With a total investment of USD 100 million (2026–2030), structured as a PPP with community co-management, the project mobilises the public sector for essential infrastructure, the private sector for tourism and production, and communities for local management and maintenance. The integrated approach—encompassing housing, heritage, rural economy, vocational training, and environmental sustainability—positions Porto Alegre as a strategic development hub for southern São Tomé. This is a structuring initiative with a strong social and economic impact, capable of diversifying the economy of Caué, strengthening climate resilience and consolidating Porto Alegre as a national benchmark for sustainable tourism and community revitalisation.
