Reconstruction of the quays
Revitalise the fisheries sector and promote inclusive economic growth
PROAZUL – Reconstruction and Modernisation of Community Quays in São Tomé and Príncipe is a Blue Economy structural intervention that aims to transform maritime mobility, boost artisanal fishing and strengthen coastal resilience. The project involves the reconstruction and modernisation of six strategic piers — Neves, Porto Alegre, Água Izé, Ribeira Peixe (São Tomé) and Santo António and Chimalô (Príncipe) — prioritised by PNIEA and the BEFIRM programme for their direct impact on the fish value chain, food security and the economic inclusion of fishing communities. Integrated into the vision of the Cabotagem Azul programme, PROAZUL improves the efficiency of maritime operations, reduces post-harvest losses, modernises critical infrastructure and ensures the safe and sustainable movement of people and goods between the islands.
With an estimated investment of €18.8 million, jointly financed by the AfDB/BEFIRM, GEF, WACA+, the Government of STP and partners such as FAO and UNDP, the project offers a unique opportunity to revitalise the fisheries sector and promote inclusive economic growth. It is a community infrastructure project with a direct impact on local incomes, logistical efficiency and climate resilience — essential elements for reviving fish exports, reducing operating costs and consolidating a coastal tourist corridor.
